      Proposed Job Description for Automotive and Electromotive Industries Office

      1.  Formulating and proposing customs tariffs for enhancing the competitiveness of domestic products against imported products;
      2. Cooperation in and contribution to the formulation of general regulations for the import and export of commodities, application of tariff preferences, and proposing strategies for boosting the competitive power and domestic products export and formulation of relevant bills and bylaws;
      3. Cooperation in and contribution to the compilation and formulation of memorandums of understanding as well as industrial and engineering services contracts related to foreign countries and proposing relevant bills and bylaws;
      4. Monitoring and analyzing statistics and data on production, imports and exports of related industries and submitting specialized reports on different branches of automotive and electromotive industries for macro-economic planning and policymaking in order to promote sustainable development and propose solutions for the removal of existing hurdles in competitive production while taking measures in support of related domestic industries;
      5. Formulating supportive policies and plans and resolving issues and problems of related industries in cooperation with relevant specialized associations and organs;
      6. Contribution to the formulation of plans for the reconstruction and renovation of related industries (involved in manufacturing vehicles and motorcycles, as well as air, rail and marine [transportation industries in addition to], road building machinery, mining machinery and their parts) and following up their approval and implementation;
      7. Cooperation with the Institute of Standard and Industrial Research of Iran and other organs on the formulation, revision and application of required standards for related industries;
      8. Periodical and specialized inspections of production units with the objective of getting familiar with technologies and procedures of production, identification of the potential and practical capacities of industrial units and the supply chain in order to increase the share of domestic production, examining possibilities and capabilities of companies for providing services to other industrial units and following up the resolution of production problems;
      9. Dealing with and expressing views on inquiries by other organizations regarding the potentialities of domestic manufacture of related industries;
      10. Compiling a list of priorities for producing commodities that are not manufactured in the country or could not be handled with the existing capacities and reporting to relevant authorities for attracting investor to design and produce [such commodities] through transfer of foreign technical know-how or using the capabilities of Iranian specialists;
      11. Following up the enforcement of the law on maximizing use of domestic production and services capabilities in meeting the country’s needs with the focus on expanding the use and application of domestic products;
      12. Examining and expressing view on customs exemptions for related units, including announcing the measure of the consumption of materials, CNG parts and the extent of domestic manufacture, in line with the customs affairs law and its executive bylaw;
      13. Contribution to and cooperation in the selection of exemplary industrial units through assessing information provided by companies and expert visits, and introducing the best examples for model development and boosting the motivation of industrialists;
      14. Identifying technologies and relative advantages of successful units and exchange of information among interrelated industries for further familiarity with cutting-edge technologies in the world;
      15. Cooperation and interaction with relevant organs and industrial bodies in order to identify and introduce export capacities and develop an effective relationship with domestic manufacturers and follow up executive approaches for the quantitative and qualitative development and support of production and exports;
      16. Study of the existing rules and regulations as well as proposed bills and plans, and offering proposals for the removal of obstacles to competitive production and facilitation of industrial units’ affairs;
      17. Contribution to and cooperation in holding of seminars and specialized exhibitions of domestic and foreign technological achievements;
      18. Consistent and effective relationship with universities and research centers in order to benefit from modern science and promoting synergy between the two sectors in the light of deepening science and technology in the country;
      19. Proposing research priorities for related industries and cooperation in selecting the exemplary research and development unit, and exemplary product of research and development units for the purpose of strengthening communications between industrial and academic sectors;
      20. Contribution to the formulation of ministerial instructions including the issuance of establishment permit and operation license in related industries;
      21. Handling assigned tasks through electronic systems of the Ministry, including an integrated system for the purchase of petrochemical raw materials, steel and aluminum ;
      22. Participation in the meetings of parliamentary and government committees and submitting specialized reports about the activities of this Office;
      23. Providing strategic support and technical guidance to related industrialists;
      24.  Introducing production units to agent banks and the National Development Fund of Iran (NDFI) for partial funding of working capital aimed at supplying raw materials, implementing development projects and winning the support of institutions providing financial facilities, including banks;
      25. Harmonizing and coordinating provincial industry, mine and trade organizations with policymaking priorities in this industry;
      26. Participation in joint committees with other related organs, institutions and organizations within the framework of promulgated regulations and resolutions;
      27. Formulating short-term, mid-term and long-term plans commensurate with internal and external conditions of the industry;
      28. Participating in the formulation of executive bylaws of the laws adopted by the Islamic Consultative Assembly (Parliament), formulation of instructions and manuals of style (MOS) pertaining to related industries, promulgation and supervision over implementation and submission of performance report to relevant authorities within the framework of the law on the quality upgrade of car manufacturing and other industrial products, and the law on supporting the rights of car users;
      29. Participating in the formulation of regulations and instructions pertaining to sustainable development, including regulations related to the establishment of industrial units and permitted pollution limits, determining car pollution emission limits, setting standards related to fuel consumption sticker, renovation of public transport fleet and phasing out dilapidated cars, and taking advantage of clean fuel in the transportation cycle;
      30. Contribution to policymaking and planning for projects pertaining to protection of old cars of historical value in the country;
      31. Handling tasks assigned by the Board of Ministers and the Office of Deputy Minister for Industries’ Affairs in line with the general policies promulgated by the Supreme Leader.
